This Summit will consist of exhibitors, speakers, and informative panel discussions. It will both challenge and identify ways to innovate in a green economy.

Charlotte Biblow will be a panelist. She will participate in a Brownfield discussion entitled “Brownfield Clean-up and Related Financial Incentives” from 10:00 a.m. – 11:00 a.m. Charlotte will discuss the tax credits available under the New York State Brownfields Cleanup Program (BCP)as well as the decision in the Lighthouse Pointe v. NYSDEC decision issued by the NY Court of Appeals on Thursday, February 18, 2010, which overturned the NYSDEC’s decision denying entry of that project into the BCP. The NYSDEC claimed that the site failed to meet its eligibility criteria. The Court found that the NYSDEC applied the wrong criteria in evaluating eligibility and ordered the project to be admitted into the BCP. The cleanup costs for the Lighthouse Pointe project are estimated to be in the $4-8 million range and the potential BCP tax credits are estimated to be in the $25 million range.

The Summit Attendees will include facilities managers, business owners, and corporation executives seeking to do business in Queens while embracing an emerging green economy.
